随着大数据时代的发展和智慧服务型政府的创建,数据作为最重要的基石和原料正在得到各利益相关者的普遍重视,政府数据的资源优势和应用市场优势日益凸显,政府数据资源的共享与开放已成为世界各国政府的普遍共识。文章从生态学和生态链的视角出发,围绕政府开放数据的生产、处理、利用和消费等节点,重点针对政府开放数据生态链的概念、本质和类型进行分析阐述,以便更加准确、全面、系统地把握政府开放数据生态链及其链上各主体之间的相互关系。

With the evolution of the Era of Big Data and the establishment of intelligent service-oriented government, data as the most important cornerstone and raw materials is getting the attention of all stakeholders. The advantages of government data resources and application market are increasingly prominent. The sharing and opening of government data resources has become a common understanding of governments around the world. From the perspective of ecology and chain, this paper focuses on the concept, nature and types of government' s open data eco-chain, focusing on the nodes of production, processing, utilization and consumption of government open data so as to help us grasp the eco-chain and the relationship among different stakeholders more accurately, comprehensively and systematically.
