山区市特色小镇建设的实践与探索——基于梅州市平远县发展特色小镇的思考

山区市要因势因地建设特色小镇.因势就是乘着政策的东风去做这件事.国家在推,广东省也在推,而且正在推进农村土地确权、全域旅游、社会主义新农村建设等,这些都是“势”,而且要有机结合、整合起来.因地就是因地制宜,根据当地的实际情况,有针对性建设和发展产业,而不是千篇一律.因地不单是前期的规划建设方面,还有后期的运营管理等方方面面,这样才能体现出“特色”.因势因地建设特色小镇转化到实践上则要抢抓政策机遇,依托现有山水人文、产业等资源,以人为根本,以农业为基础,以产业为主导,打造新产业、新业态、新模式,走一条政府满意、企业满意、群众满意协同发展的道路.
