基于系统评价法的政策创新研究综述——对Web of Science核心集文献的分析

Review on Policy Innovation Based on Systematic Review Analysis——Analysis on the Literatures of Web of Science Core Collection

本文创新性地采用系统评价的分析框架,并结合复杂网络理论方法,综合分析了国外政策创新研究的文献内容和共引网络,归纳了政策创新研究的案例地、研究方法、政策类型等方面特征;将政策创新的研究内容划分为10个主题,并总结了气候环境相关政策创新研究、中国与美国政策创新研究、政策创新中竞合关系研究三大方向。总体来看,政策创新内涵及其评价研究是政策创新研究关注的焦点,同时,政策创新研究呈现出基于现实案例、政府统计数据及政策执行情况,且有较强的客观性等特点。未来的政策创新研究将呈现转向快速发展国家、聚焦全球共性政策突破、工具和方法综合化以及数据来源多样化等四大新趋势。

Using systematic review analysis and combining complex network theory method,it analyzed the literature content and co-citation network of policy innovation research.It summarized the characteristics of study cases,methods and policy types in policy innovation research.The content of policy innovation research is divided into three aspects(climate and environment policy innovation,policy innovation in China and the United States,co-opetition relationships in policy innovation)and ten themes.The current research focuses on the connotation and evaluation of policy innovation.Policy innovation studies show the following characteristics:based on real-life cases,government statistics and policy implementation,and having strong objectivity.The following four research trends are likely to emerge in future policy innovation studies:policy innovation research in developing countries,policy innovation diffusion,the integrative use of research instruments and methods,and the diversified data sources for the study.
