纵横磨合:乡风文明建设的多重逻辑——基于湖南省14个市州的调查分析

The Multiple Logics in Rural Ethic Construction:Based on the Investigation in 14 Cities and Prefectures of Hunan Province

作为乡村公共事物治理的乡风文明建设,其绩效不仅受到国家、地方政府、村支“两委”、农民四个主体行动逻辑的影响,而且受到乡村既有“权力-利益-规范”网络的约束。前者是自上而下纵向支配的科层逻辑,后者构成横向平等交互的协商逻辑。两种逻辑的磨合、博弈态势,制约着乡风文明建设的最终成效。从目前乡风文明建设的实践看,占据主导地位的纵向科层逻辑,还不能与乡村横向逻辑完全契合,使得乡风文明建设遭遇困境。乡村社会个体化带来的公共生活衰落,进一步加剧了乡风文明建设困境,最终导致建设成效差强人意。推进乡风文明建设,要以重建乡村公共生活、培育乡村良性社会资本为重点,采取纵向自上而下与横向平等交互相结合的双向路径。

Rural ethic construction,as one part of the governance of rural public affairs,is not only affected by the action logic of the state,the local government,the villageParty branch committee,village committee,and the farmers,but is also restricted by the existing "power-interest-norm" network in the rural areas.The former is a hierarchical logic dominated from top to bottom,and the later constitutes the negotiation logic of horizontal equal interaction.The game of the two kinds of logic restricts the final effect of the rural ethic construction.From the current practice,the dominant vertical and hierarchical logic cannot fully fit with the rural horizontal logic,which causes difficulties in rural ethic construction.The decline of public life brought about by the individualization of rural society has further worsened rural ethic construction.In order to promote rural ethic construction,we should take the reconstruction of rural public life and the cultivation of benign social capital as the key content,and adopt the two-way path of combining hierarchical top-down with horizontal equal interaction.
