Intelligence-led policing——Thinking about the concept and function of public policy

警务工作在后“911”时代经历了理念的变化,以社区和问题为导向的警务扩大到内涵更广的情报导向警务(ILP)。建立在英国经验基础上的情报导向警务在美国警务史上经历了多重挑战。虽然在“9.11事件”的影响下,美国通过一系列公共政策推动了情报导向警务的发展,但由于执法环境和时代要求的不同,执法工作必须重新调整其操作政策和组织结构以应对新挑战。为此,有必要对情报导向警务的概念、背景、政策制定的标准以及情报导向警务与社区警务的整合进行再思考。

Policing work experienced a change in philosophy in the post-911 era,and community-and-problem-led policing was expanded to a broader intelligence-led policing (ILP).Intelligence-led policing based on the British experience has experienced multiple challenges in the history of US police.Although under the influence of the “9.11 Incident”,the United States promoted the development of intelligence-led policing through a series of public policies,due to the different law enforcement environment and the requirements of the times,law enforcement must re-adjust its operational policies and organizational structure to meet new challenges.To this end,it is necessary to rethink the concept,background,standards of policy formulation,and the integration of intelligence-led policing and community policing.
