社会组织参与残疾人就业服务研究

Participation of Social Organizations in Employment Services for the Disabled

就业是残疾人提高生活质量、实现自身价值、共享社会发展的关键途径。目前,残疾人就业服务的主体多为民政部门、残联和街道,服务方式单一,服务精准性不高,残疾人满意度有待提升。助残社会组织提供就业服务,能调动社会优势资源,整合专业化服务人才,完善多元化的残疾人就业服务体系,加快残疾人服务的社会化进程。本研究调查了残疾人对就业服务的有效需求,分析了目前社会组织参与残疾人就业服务的现状、主要途径和短板,从社会组织参与残疾人就业服务的保障机制、服务能力、参与模式和服务内容四个方面提出对策建议。

Employment is a key way for the disabled people to improve their quality of life,realize their own value and share social development.At present,the main body of the employment service for the disabled is the civil affairs department,disabled people’s association and neighborhood offices.Problems exist such as insufficient service mode,poor service precision and to-be-improved satisfaction rate.Therefore,if social organizations could provide employment services,social advantage resources could be mobilized,professional service personnel integrated,diversified employment service system for the disabled perfected and the socialization process of services sped up.This paper investigates the needs of the disabled people for the employment services,analyzes the current situation of the participation by the social organizations in the employment services as well as the main ways and the disadvantages and proposes solutions in the light of safeguard mechanism,service capacity,participation mode and service content,etc..
