摘要
高等教育从精英化到大众化的转变,使得质量意识凸显。基于此,各种质量管理活动应运而生,这些质量管理活动可分为三个阶段:以内部学术共同体为主导的、基于信任的前质量阶段;问责导向的、满足外部需求的信任缺失阶段;以内部质量提高为主,合作共治的信任重构阶段。
The transformation of higher education from elitism to popularization makes the consciousness of quality prominent. Based on this, various quality management activities came into being. These quality management activities can be divided into three stages: the pre-quality stage led by the internal academic community, the trust-based lack of trust phase, the accountability-oriented phase, and the trust loss phase which meets the external needs. The trust reconstruction stage is based on the improvement of internal quality and the co-govemance of cooperation and co-govemance.
