城镇低效用地摸底调查方法及再开发对策研究——以贵阳市花溪区为例

Study on the Investigation Method and Redevelopment Countermeasure of the Inefficient Urban Land——A Case Study of Huaxi District of Guiyang

系统分析花溪区城镇低效用地摸底调查及再开发工作,总结实践经验,提出工作开展建议。通过文献研究与调查分析相结合的方法,研究花溪区城镇低效用地调查方法、认定标准、分布特征及再开发对策。结论表明:花溪区运用多种技术方法,合理构建评价体系,严控低效用地认定范围;城镇低效用地成果以低效住宅和工业用地为主,且分布具有集聚性特征;政策制定及共享模式加快再开发项目实施。

This paper systematically analyses the investigation and redevelopment of inefficient urban land in Huaxi District, summarizes the practical experiences, and puts forward suggestions for the work. Through the combination of literature research and investigation, this paper studies the investigation methods, identification criteria, distribution characteristics and redevelopment countermeasures of inefficient land use in Huaxi District. The conclusion shows that to strictly control the scope of inefficient land use,Huaxi District uses a variety of technical methods and constructs a reasonable evaluation system;urban inefficient land use results are mainly inefficient residential and inefficient industrial land, and the distribution has the characteristics of agglomeration;redevelopment policy and sharing mode to promote the implementation of redevelopment projects.
