摘要
大学内部治理中存在法令规章、规范和文化认知等三种体系的制度,分别对行动者产生规制约束、规范引导和价值认同的影响,而行动者会通过个体的理性选择,集体行动和利益集团对制度的实施产生影响。在制度与行动者互动的基础上发现互相信任的"学术—行政共同体"组织文化有利于凝聚治理共识,可预期和注重平衡的制度体系有利于规范行动者的行为,行动者的正当性、多元共识和理性无知的文化认知模板影响大学内部治理的制度建设。
There are three institutions in university internal governance: regulative, normative and cultural-cognitive institution. Through the analysis of interaction between these institutions and actors, it is helpful to clarify the mechanism of the interaction between them. On this basis, it is found that the mutual trust in "academic-administrative community" organization culture is conducive to the cohesion of governance consensus, predictable and balanced institutional system is conducive to the standardization of actors’ behaviors, and the legitimacy, multi-consensus and rational ignorance cultural-cognitive template affect the institutional construction of university internal governance.
