On Value Orientation of the US Federal Government’s Higher Education Policy in Context of Popularization

"平等与优异"是政府制定高等教育政策的基本价值取向,它规范和引领着高等教育的发展方向。在大众化进程中,美国联邦政府高等教育政策的价值取向经历从倡导公平向强调效率,最终走向公平与效率相兼顾的演化过程。在这一过程中,美国联邦政府以增强教育资助、提高教育质量、优化教育结构为手段,不断推动高等教育强劲发展。

"Equality and excellence" is the basic value orientation of higher education policy formulated by the US government, which regulates and leads the development direction of higher education.
