摘要
当前,校际资源互通已进入精细化发展阶段,涵盖师资流通下的教师管理、课程联通下的教学管理、馆藏互通下的教材管理、区域协同下的聚集管理四个方面,但校际资源互通共享也存在权责对等性不高、资源整合度不够、共享式载体不多等问题。究其原因,既有教育独立性与行政性、院校发展效益与关联成本的矛盾,也有资源优化配置中利益划分的矛盾。要真正实现校际资源互通的稳步发展、教育资源的充分共享,必须坚持共享理念,突出教育公平性,谋求区域平衡性,追求资源集约化,同时要全力打通制度的接驳口,充分发挥市场调配作用,用足用好前沿科技工具。
Currently,inter-school resource exchange has developed into the stage of refinement,including the management of teacher resource in terms of the circulation of teachers,the management of teaching in terms of the connection of between courses,the management of teaching materials in terms of the mutual exchange of library books,and the management of gathering in terms of the collaboration between regions. However,there exist such problems in the exchange and sharing of inter-school resources as the low equality between rights and responsibilities,the inadequacy of resources integration,and the shortage of sharing carriers. The causes can be attributed to the contradiction between the independence and the administration of education,the contradiction between the benefits and the related costs of schools’ development,and the contradiction of the division in the optimized allotment of resources.To truly achieve the stable development of the exchange and sharing in the inter-school resources,it is necessary to adhere to the concept of sharing,highlight the educational equity,strive for the regional balance,seek for the intensiveness of resources,open the interface between systems,fully play the role of market in deployment,and make good use of the frontier technological tools.
