公共管理视阈下信息技术应用的伦理思考

On the Ethics of Information Technology Application in Public Management

管理决策水平的提升需要全面而精准的信息获取和传递,管理流程的优化和管理效率的提高需要信息技术的支撑,经济社会管理决策方案的确定也必然会选择信息技术作为支撑,信息技术在信息传播、价值判断、公共行政、社会秩序、公众心理等方面都会产生一定的影响,但过于强调信息技术的功能性原则就可能违背社会伦理。本文通过对信息技术伦理以及信息技术在公共管理领域应用中存在的伦理问题进行分析后认为,应加强信息技术伦理的认知和教育,强化对信息技术伦理边界的控制,建立信息技术伦理评审制度,促进信息技术创新与信息技术伦理的平衡。

The improvement of management decision-making level needs comprehensive and accurate information acquisition and transmission,the optimization of management process and efficiency needs information technology support,and the determination of economic and social management decision-making scheme will inevitably choose information technology as support.Information technology will have a profound impact on information dissemination,value judgment,public administration,social order and public psychology.Overemphasizing the functional principle of information technology may violate social ethics.Based on the analysis and research of information technology ethics and information technology application ethics in public management,this paper holds that the recognition and education of information technology ethics should be strengthened,the control of information technology ethics boundary should be strengthened,the evaluation system of information technology ethics should be established,and the balance between information technology innovation and technology ethics should be promoted.
