民营企业PPP项目参与度研究——基于公共性的风险分析

Research on Participation of Private Enterprises in PPP Project——Risk Analysis Based on Publicity

构建基于PPP项目公共性的风险分析框架,对民营企业参与意愿低、项目运作能力差、地方政府存在选择偏好这三个原因逐一进行了理论分析,并结合数据分析加以佐证。在此基础上,提出了民营企业的低参与度主要源于地方政府的选择偏好,并进一步解释了地方政府倾向选择国有企业参与PPP项目的基本逻辑。

By constructing a risk anvalysis framework based on the publicity of PPP projects,this paper analyzes the three reasons which include private enterprises’ low participation intention and poor project operation capability, as well as local government’s preference through data analysis. It points out that the low level of participation of private enterprises is mainly due to the preference of local governments and explains the basic logic of local governments’ preference.
