某铝土矿区废水排放污染事件环境损害鉴定评估 被引量:4

Identification and assessment of environmental damage caused by wastewater discharge pollution in a bauxite mining area

摘要 本文以某铝土矿区废水排放污染事件为例,参照现有的环境损害鉴定评估技术规范,在开展现场勘查、布点采样、监测分析的基础上,围绕污染物性质鉴定、污染源与污染环境的因果关系、生态环境损害情况、生态环境损害量化等方面开展鉴定评估。结果表明,本排放事件特征污染物为铁(Fe)、锰(Mn)和低pH,其中废水中Fe、Mn含量分别高于标准值892倍和40倍,pH<4。监测结果对比分析,可初步认定D企业外排废水Fe、Mn元素超标污染事件对地表水与土壤造成一定影响,但尚未对饮用水源和农产品造成污染,生态环境损害数额合计约18.8万元。 Taking the wastewater discharge pollution incident of a bauxite mine as an example, we conducted on-site exploration, spot sampling, monitoring and analysis, and then made identification and assessment on the nature of pollutants, the causal relationship between pollution sources and polluted environment, the damage of ecological environment and the quantification of ecological environment damage and etc. The results show that the characteristic pollutants of this emission event are iron (Fe), manganese (Mn) and low pH, in which the Fe and Mn contents in the wastewater are higher than the standard values by 892 and 40 times respectively, and the pH is less than 4. Comparing and analyzing the monitoring results, it can be preliminarily determined that the pollution of Fe and Mn elements in the wastewater of D enterprises has certain impact on surface water and soil, but it has not caused pollution to drinking water sources and agricultural products. The total cost of ecological environmental damage is about188,000 Yuan.
