总量分配是水污染物总量控制技术体系的核心内容,随着我国流域水环境治理实践逐步向总量控制的转变,其重要性更加凸显。详细梳理了目前国内外各种水环境总量分配方法,重点介绍几种常用分配方法及其优缺点和适用范围。依据我国现有国情提出了在我国水环境治理实际应用中存在容量总量分配实践不足、理论研究不够、缺乏考虑总量分配的动态性等问题。最后对我国水污染物总量分配的发展进行探讨,并结合实际水环境治理工作提出了相关建议。

Amount allocation is the core content of water pollutants amount control technology, with the gradual change of water environment management to amount control in China, its significance becomes more prominent. Various kinds of water environment amount allocation methods in China and abroad were reviewed in detail, the advantages and disadvantages of some commonly used allocation methods as well as their application scope were introduced emphatically. Then, according to the current situation of our country, some problems in practical water environment management such as: insufficient practice of total capacity allocation, insufficient theoretical research, and lack of consideration of dynamic allocation, were pointed out. Finally, the development of the domestic water pollutants amount allocation methods were discussed, and relevant suggestions were proposed in combination with the practical water environment management.
