This paper analyzes in detail the constructive significance of vocational education, and the necessity of constructing the management system of double-membership system for higher vocational students. It expounds the idea of designing double-membership simulation program department, which ensures students can contact and understand the daily management of enterprises, and receive the content of enterprise management. Experiencing the atmosphere of enterprises will help students to meet the needs of career development in the future. It also proposes several strategies to construct vocational education for higher vocational students.
