城市地下综合管廊PPP项目风险管理研究

Research on Risk Management of PPP Project in Urban Underground Integrated Pipe Gallery

地下综合管廊是城市基础设施建设当中的一个重要组成部分,其对于城市的正常运转具有直接的影响。PPP项目模式与传统的模式相比能够更加充分地调动各种社会资本投入到城市公共服务与设施的建设当中,从而更有效地解决其资金来源的问题。但是,PPP项目模式与城市地下综合管廊的结合,无疑会是整个项目面临的风险大增。因此,我们必须对于城市地下综合管廊PPP项目的风险特征与类型有一个科学的认识,以便从风险识别、风险分析以及风险应对三个层面进行科学的风险管理。

Underground integrated pipe gallery is an important part of urban infrastructure construction, which has a direct impact on the normal operation of the city. Compared with the traditional model, the PPP project model can more fully mobilize various social capital inputs into the construction of urban public services and facilities, thus more effectively solving the problem of its funding sources. However,the combination of the PPP project model and the urban underground integrated pipe gallery will undoubtedly increase the risk faced by the entire project. Therefore, we must have a scientific understanding of the risk characteristics and types of urban underground integrated pipe corridor PPP projects, so as to carry out scientific risk management from three levels: risk identification, risk analysis and risk response.
