1922年桐城派和怀宁派组织安庆六邑教育协进会,在教育界扩张地盘。他们鼓动省立一工学生拒绝补考,并借校务公开之名向校长程士范发难。在省署的强力干预下,风潮得以平息,但程士范亦受到牵连,在风潮平息之后辞职。次年,怀宁派和高等系又暗中支持一工学生拒绝新校长毕仲翰到任,并将矛头直指时任教育厅长江[日韦]。一工在两年之中屡起风潮,并多次更换校长,从某种程度而言,是派系和学阀幕后操纵学生斗争的结果。

In 1922, Tongcheng School and Huaining School organized the Anqing Liuyi Education Association to expand its site in the educational world. They encouraged the students of the provincial No. 1 industrial school to refuse to make up for the exam and to attack the principal Cheng Shifan in the name of public affairs. With the strong support of the provincial office, the trend was calmed down, but Cheng Shifan was also implicated and resigned after the wave was subsided. The following year, the Huaining School and the Higher Education Department secretly supported the students who refused to accept the new principal, Bi Zhonghan, and directly pointed the finger at Jiang Wei, the state superintendent of public instruction. No. 1 industrial school had been on the rise and changed the principal many times within two years. To some extent, it was the result of factional and academic struggles to manipulate the students.
