河南省PPP项目与城镇化质量空间耦合研究

Spatial Coupling Study Between PPP Project and Urbanization Quality in Henan Province

通过构建评价指标体系和目标值-分段函数模型-熵值法的城镇化质量评价方法,测度了2010—2016年河南省18个地市的城镇化质量,并结合河南省PPP项目库数据进行耦合分析.研究表明:①河南省各地市城镇化综合质量整体呈现上升趋势;高城镇化综合质量的城市主要集中在豫西、北区域;城镇化质量内部结构失衡现象明显.②河南省现有PPP项目存在泡沫化现象,即数量多、金额大、投资领域广,但项目落地率和开工率低.③河南省PPP项目对城镇化质量低的城市支撑不足,尤其是濮阳、鹤壁、信阳和开封市,项目数量和资金少.④河南省PPP项目对城镇化质量“短板”领域的支撑不足,过于重视基础设施领域投资,生态环境建设领域投资不足.

The paper constructs the evaluation index system and evaluation method of urbanization quality based on the target value-piecewise function model-entropy value method,and evaluates the urbanization quality of 18 cities in Henan Province from 2010 to 2016 by coupled with the data of PPP project database in Henan Province. The results show that:① the comprehensive urbanization quality of all cities shows an overall upward trend,and the cities with high comprehensive urbanization quality are mainly concentrated in the western and northern regions of Henan Province. The internal structural imbalance of urbanization quality is obvious.② PPP projects show a foaming phenomenon in Henan Province. There are large amount of PPP projects,funds and various of investment fields,but the landing and operating rate of projects are low.③ The PPP projects in Henan Province has an insufficient support for cities with the low urbanization quality,especially in Puyang,Hebi,Xinyang and Kaifeng. Those cities have few projects and funds.④ The PPP projects in Henan Province has an insufficient support for the short board field of urbanization quality. There is too much emphasis on the infrastructure investment,but not enough ecological environment construction.
