基于规划实施评估视角的绿色生态城区发展思考——以南京河西新城区为例

Thoughts on the development of green ecological city based on the perspective of planning implementation assessment——Taking Hexi new district of Nanjing as an example

南京河西绿色生态城区于2012年建立“指标、规划、管理、技术、政策、市场、行动”等七位一体的工作模式。通过全面的规划实施评估,分析河西的实施成效和存在问题,揭示我国绿色生态城区发展领域普遍存在的“长效化管理机制、可实施技术标准、多元主体共建机制、动态监测评估机制”等四方面核心问题,并提出了“构建绿色发展集成机制、建立动态监测评估机制、紧抓新一轮国土空间规划机遇”等三方面的对策建议。

Since 2012, Nanjing Hexi Green Ecological City has established a seven-in-one working mode of "indicators, planning, management, technology, market, policy and action".Through comprehensive planning and implementation evaluation, this paper analyses the implementation effect and existing problems of Hexi, and reveals in depth four core problems that need to be further improved in the field of green ecological city development in China:"long-term management mechanism, implementable technical standards, multi-subject co-construction mechanism, dynamic monitoring and evaluation mechanism". Then it puts forward three countermeasures and suggestions:"building a green development integration mechanism, establishing a dynamic monitoring and evaluation mechanism, and seizing a new round of opportunities for national land spatial planning".
