改革开放以来河南县域经济的发展历程与主要经验

THE DEVELOPING PROCESS AND THE EXPERIENCE OF COUNTY ECONOMY IN HENAN PROVINCE SINCE THE REFORM AND OPENING-UP

以改革开放40年来河南县域经济发展作为研究对象,利用历史分析和比较分析方法,回顾了河南县域经济发展的历程,总结了取得的成效和发展经验。通过分析得出以下结论:一是改革开放以来,河南县域经济经历了初始发展、快速发展、全面推进、高质量发展4个发展阶段;二是河南县域经济发展取得了举世瞩目的成就,从根本上改变了河南的经济社会面貌;三是河南县域经济发展取得的显著成效主要得益于省委省政府对县域经济的准确定位,得益于扩权强县激发的发展活力,得益于各地因地制宜发展特色经济,得益于始终坚持农业基础地位,得益于坚持工业强县战略。

The development of county economy in Henan province during the past 40 years of reform and opening up is taken as the object of study in this paper. Based on historical analysis and comparative analysis, the developing process of county economy in Henan is reviewed with a summary of the achievements and development experiences. The conclusions are drawn as follows: 1) county economy in Henan has experienced four stages of development since the reform and opening-up, i.e. initial development, rapid development, comprehensive promotion and high-quality development;2) county economy in Henan has made remarkable achievements, fundamentally changing the economic and social outlook of Henan;3) the achievements of county economy in Henan mainly benefit from the accurate positioning of county economy by Henan Provincial Party Committee and Henan government which encourage the vigor of development by strengthening counties, from the development of characteristic economy according to local conditions, and from always upholding the basic position of agriculture and the strategy of strengthening industrial counties.
