民办幼儿园政府规制与反规制研究

Research on Government Regulation and Anti-Regulation of Private Kindergartens

民办幼儿园与政府主管部门之间存在相互影响、相互作用的耦合关系,政府通过规制政策的制定和执行来引导和规范民办幼儿园的服务行为。以规制经济学为理论基石,从经济性规制和社会性规制两个方面,探讨政府规制在民办幼儿园中的执行现状和存在问题,认为应对政府规制需进行合理反规制,以促进政府规制更具操作性和针对性。

There is a mutual influence and interaction between private kindergartens and government departments. The government guides and regulates the service behavior of private kindergartens through the formulation and implementation of regulatory policies. On the theoretical foundation of economics of regulation, from both economic regulation and social regulation,it discusses the implementation status and existing problems of government regulation in private kindergartens, and proposes the need for government to conduct reasonable anti-regulation to promote more operative and targeted government regulation.
