财政分权对地方高校财政支出的影响分析——基于省级面板数据模型的实证分析

我国地方高校长期依赖各省市地方政府财政上的支持,由于各地区经济实力的差距,地方高校的发展也存在差距。2002年公共财政体制确立之后,地方高校教育上也进行了相关改革。那么改革实行的效果到底如何,我国地方高校财政支出现状是怎样的,地区之间是否存在差距,需要进行进一步的验证。2003年到2017 年的我国省级面板数据显示:对于省级地区,财政分权度的提升不利于地方高校教育的建设,我国地方高校财政支出上还存在着对中部地区财政支持力度不足的问题。

Local universities in China have long relied on the financial support of local governments in various provinces and cities. Due to the gap in economic strength between regions, there is also a gap in the development of local universities. After the establishment of the public finance system in 2002, local colleges and universities have also carried out relevant reforms. Then, what is the effect of the reform implementation? What is the current state of financial expenditures of local colleges and universities in China? There is a gap between the regions and further verification is needed. From 2003 to 2017, China's provincial panel data shows that for provincial-level regions, the increase of fiscal decentralization is not conducive to the construction of local college education. There is still insufficient financial support for the central region in China's local colleges and universities.
