摘要
长期以来,公私合作伙伴关系(PPP)在国外公共产品的供给领域发挥着重要的作用。PPP在职业教育领域的应用和影响正逐步引起人们的重视。根据公共部门和私人部门在职业教育生产方面所扮演的不同角色以及是否涉及产权问题,国际职业教育PPP模式可以被划分为四类制度安排。这四类典型实践案例呈现出了互利共赢、项目问责诉求增强、深入教学活动中心和教育技术创新等特点。借鉴国外经验,国内PPP探索应着重解决职业教育供需不平衡和财政资金使用效率不高等问题,建议从强化监管、设立指引信息平台和利用互联网先进技术等方面做出更多努力。
Public-private Partnership(PPP)plays a significant role in the supply of public goods in foreign countries.The application of PPP to the vocational education is drawing increasing attention.Based on the different roles played by the public sector and the private sector in the production of vocational education and whether property rights are involved,the PPP model of international vocational education can be divided into four types of institutional arrangements.Moreover,the four types of typical cases are characterized by mutual benefits,increasing demand of project accountability mechanism and innovative education techniques.Drawing lessons from foreign cases,the exploration of PPP model in China should focus on solving some problems,including the imbalance between supply and demand in vocational education and the inefficient use of financial funds.Suggestions are also put forward in this paper,such as intensifying supervision,establishing an information platform and strengthening the guidance function of government funds.
