区位导向性政策是否促进了企业创新?——以我国开发区政策为例

Does Place-based Policy Promote Firms Innovation: Evidence from China’s Development Zones

从地方政府异质性的角度出发,探究区位导向性政策——开发区政策对企业创新的影响。基于1998—2009年中国工业企业数据库,采用熵平衡基础上的双重差分方法对开发区政策与企业创新之间的关系进行实证分析。研究结果表明:(1)总体而言,开发区政策能够显著促进区内企业创新;(2)地方政府效率越高、所在地区市场化水平越高,开发区政策对企业创新的促进作用也越显著;(3)开发区政策对民营企业和中低技术行业创新的促进作用更为显著。

From the perspective of heterogeneity of local governments, this study focuses on place-based policy: the impact of development zones(DZs) policy on firms innovation. Using Chinese firm-level data from 1998 to 2009, this study adopts difference-in-difference approach based on entropy balancing to conduct an empirical analysis about the relationship between DZs and firms innovation. We find that policies of DZs in generally do improve firms innovation. Further study finds that the increase in the degree of m arketization and the im provem ent of local governm ents efficiency makes DZs policy more effective in prom oting firms innovation;DZs policy is more effective in the sample of private firms and Low-and-Medium-Tech Industries.
