摘要
通过梳理城市边界的内涵及城市发展演变过程,提出了以城市规划边界、建设审批边界、城市建成边界与人口及商业活动边界为基础的具有层层递进关系的“四边界模型”,计算了与其对应的拟合度与溢出度参数,并以南沙新区为案例提取了城市新区发展的四边界。结果显示:南沙新区处于城市新区发展进程中的前期阶段,总体上各边界间拟合度不高;四边界中规划-审批边界、建成-活动边界拟合度不高是南沙新区城市规划落实到城市活动空间不全面的过程性原因;在规划-实体空间建设-实体空间活跃三阶段的视角下,新区实体空间规划实施、建成空间的盘活表现欠佳;南沙新区的城市演变进程为:北部呈双核心(即毗邻广州的北部城区与南沙中心城区)组团集聚发展,而南部空间的发展相对缓慢,南北区域同时存在着规划-审批、建成-活动两道次序上的衔接问题。
By clarifying the connotation of urban boundaries and the evolution of urban development, this essay proposes a progressive Four - boundary Model consisting of urban planning boundary, construction approving boundary, built - up urban boundary and human activity boundary and its corresponding fit, and calculates the overflow calculation parameters. Based on Nansha New Area, this essay defines four boundaries in new urban development. The major findings include: Being at the early stage of the development, Nansha New Area does not have a high goodness of fit among all boundaries;AS a procedural cause, the insufficient goodness of fit between urban planning boundary and construction approving boundary as well as between built - up urban boundary and human activity boundary accounts for incomplete implementation of Nansha’s planning in activity space;From the three - layer perspective of planning - physical space - physical space vitality, the implementation of Nansha’s physical space planning and the reinvigoration of built - up space remains poor;The urban evolution of Nansha demonstrates a developing model, of which the north part is experiencing double - core ( Nansha north urban area adjacent to Guangzhou and Nansha central urban area) agglomeration devel opment while the southern spatial development is relatively slow;the link between planning - approving and built - up - activity exists in both northern and southern regions.
