财政涉农资金整合视域下现代农业发展路径探究——黑龙江省“两大平原”地区的经验与启示

Research on the Development of Modern Agriculture from the Perspective of Financial Agricultural Funds Integration——Experience and enlightenment of "two great plains" in Heilongjiang

财政涉农资金因长期分散使用与管理而备受诟病,导致资金整合的顶层探索与地方实践从未间断。自2013年起,国家在黑龙江省“两大平原”现代农业综合配套改革试验区开展涉农资金整合试点,至今效果显著。试点经验表明,涉农资金整合与现代农业发展须紧密“衔接”,以择定整合平台为抓手来同步实现资金集中与规划使用,凸显促进产业发展的政策导向。与之对比,以往整合工作过于侧重基于“整小合大、化多为简”而提升资金管理效率,相对忽视识别发展支撑点并瞄准投放切入点,继而保障资金最优投放功效与产业发展整体目标。据此,有待在持续扩大资金整合边界与范围、合理配置各级政府权责等基础上,通过廓清新时代农业发展关键领域,以适度规模经营、加强科技装备、优化产业体系、绿色生态发展、农村三产融合为平台整合涉农资金,助推现代农业向纵深发展。

It has been criticized to the long-term decentralized use and management of agricultural-related financial funds, and the top-level exploration of capital integration and local practice has never been interrupted. Since the 2013, Heilongjiang has carried out the pilot projects on the integration of agricultural-related funds in its "two great plains" during its modern agricultural comprehensive supporting reform, and has achieved remarkable results so far. The pilot experience shows that the integration of agricultural-related funds and the development of modern agriculture should be closely "linked up", with the selection of integration platform as the grasp to synchronize the centralization and planning of funds, highlighting the policy orientation of promoting industrial development. In contrast, the previous integration work focused too much on improving the efficiency of fund management based on "integrating the small into the large and simplifying the more to the less", neglecting to identify the development support point and to aim at the entry point, and then ensuring the optimal efficiency of capital investment and the overall goal of industrial development. Therefore, based on expanding the boundary and scope of fund integration and rationally allocating the powers and responsibilities of governments at all levels, we need to clarify the key areas of agricultural development in the new era, integrate agricultural funds on the platform of moderate scale operation, strengthening scientific and technological equipment, optimizing industrial system, green ecological development and rural integration of its three industries, and promote the further development of modern agriculture.
