新时代南方农村人饮供水工程水价制定原则研究

Research on Water Pricing Principles for Southern Rural Area Drinking Water Supply Projects in the New Era

本文梳理近20年水的定价原则研究成果,结合新时代特征、南方水资源状况和农村供水工程实际,指出南方农村人饮工程定价运用中存在的具体问题及原因。并结合新时代的新矛盾、新任务,提出了南方农村人饮工程水价制定应处理好两个主体、两个客体、两个时期、两种资源和两个效益等关系,并遵循以民为本、节水优先、两手发力、依法定价和分类分摊等原则。

This paper reviews the research results of water pricing principles in the past 20 years.Combining with the characteristics of the new era,the status of water resources in the south of China and the reality of rural water supply projects,this paper points out the specific problems and causes in the application of these pricing principles in drinking water projects in southern rural areas.Taking into consideration the new contradictions and new tasks of the new era,it is proposed that water pricing in rural drinking water projects in the south should strike a balance between two subjects,two objects,two periods,two kinds of resources and two benefits,and follow the principles of people-oriented,water-sav.ing first,two-track effort,legal pricing and classification and apportionment.
