三峡库区农村移民美丽幸福家园建设规划与实践——以三峡移民第一村许家冲村为例

Planning and Practice of Beautiful and Happy Home Construction for Rural Migrants from Three Gorges Reservoir Area——A Case Study of Xujiachong Village, the First Village of Three Gorges Migrants

本文以三峡工程坝头库首宜昌市夷陵区太平溪镇许家冲村为例,探析三峡库区农村移民美丽幸福家园建设规划与实践,研究构建“143规划”范式,推行生态村建设模式,提出三峡库区移民村乡村振兴的规划思路、技术路线和规划框架,重点围绕环境宜居、产业兴旺、文化传承、社区治理等方面提出规划对策,并分析实施过程中存在的关键问题和主要改进措施。

Xujiachong,a village in Taipingxi Town,Yiling District of Yichang City,is located in the head area of the Three Gorges Reservoir.This paper takes Xujiachong as an example and discusses the planning and practice of con.structing beautiful and happy homes for rural migrants from Three Gorges reservoir area.Ideas on constructing the“143 Plan”paradigm and promoting the ecological village construction model are elaborated,and the planning ideas,technolo.gy roadmap and planning framework for rural revitalization of Three Gorges migrant villages are proposed.The paper fo.cuses on planning strategies regarding environmental livability,industrial prosperity,cultural heritage,community gover.nance,etc.,and analyzes key issues in the implementation process and improvement measures.
