摘要
教学质量保障体系建设既是开放大学实现办学宗旨、适应社会经济发展的需要,也是提升内部管理、应对教育市场竞争的需要。"工具理性"和"价值理性"为构建开放大学教学质量保证体系提供了理论依据。综观现有地方开放大学教学质量保障工作,存在着价值理性边缘化、工具理性的越位与缺位并存等诸多困境。地方开放大学教学质量保证体系建设,可以从"以学生为中心"、教师发展、技术工具、组织工具与评价工具等方面发挥价值理性与工具理性的双导效应。
The construction of quality assurance system is not only the need for the opening university to achieve its purpose and to meet the needs of social and economic development, not only the need to improve internal management and to cope with the competition in the education market. Value and instrumental rationality provide a theoretical framework for constructing the quality assurance system of Open University. Taking a general view, there are many dilemmas such as the marginalization of value rationality, the offside and absence of instrumental rationality. The construction of teaching quality assurance system in local open universities can bring into play the dual effect of value rationality and instrumnetal rationality from the aspects of "student-centered", teacher development, technology tools, organization tools and evaluation tools.
