The History and Practice of the US Congress Intelligence Legislation Post World War Ⅱ

[目的/意义]考察战后美国国会情报立法的历史,为我国情报立法工作提供借鉴。[方法/过程]按照立法工作的时代特征和具体内容,分三个时期对美国国会情报立法工作进行了历史考察,分析了各个阶段立法的主要侧重点,并对美国国会未来情报立法的趋势进行了前瞻性思考。[结果/结论]美国国会情报立法工作对美国情报工作的发展产生了深远影响,它使情报工作的开展有了基本的法律遵循,促进了美国情报工作的法制化、规范化。

[Purpose/Significance] This paper studies the history of the intelligence legislation of the Congress in the United States of America to give some references to intelligence legislation in China.[Method/Process] According to the historical features and the main contents,this paper does a historical research on US intelligence work from 3 different phases,analyses the main focuses of the legislation in different time and predicts the trend of legislation of US intelligence work.[Result/Conclusion] The intelligence legislation of US Congress poses a deep influence on the intelligence work of America,which gives a basic framework to the intelligence work,making it more legalize and standardize.
