监察体制改革下职务犯罪情报评估机制完善论

On the Perfection of the Evaluation Mechanism of Duty Crime Intelligence under the Supervision System Reform

[目的/意义]监察体制改革对职务犯罪情报质量提出了更高的要求,情报评估越发重要,但是现阶段职务犯罪情报评估机制的不足已经制约了职务犯罪调查的质量和效率。因此,探讨如何完善职务犯罪情报评估机制既可以提高职务犯罪情报评估质量,又为我国情报评估机制的完善带来了契机。[方法/过程]在梳理文献的基础上分析当下职务犯罪情报评估机制的现状,通过对比论证的方法阐述了职务犯罪情报评估的含义、意义,职务犯罪情报评估机制的嬗变及存在的问题。[结果/结论]为适应监察体制改革,提高职务犯罪调查质效,有必要从构建专业化评估机构、加强评估技术力量建设、设定科学评估标准、优化评估流程等方面完善职务犯罪情报评估机制。

[Purpose/Significance] The reform of the supervision system advances higher requirements for the quality of duty crime intelligence,and the evaluation of intelligence becomes more and more important. However,the imperfect present evaluation mechanism of duty crime intelligence has restricted the quality and efficiency of duty crime investigation. This issue has not received enough attention. Therefore,exploring how to improve the duty crime intelligence evaluation mechanism can not only improve the quality of duty crime intelligence assessment,but also bring opportunities to optimize China's intelligence assessment system.[Method/Process] On the basis of combing the literature,this paper analyzes the current situation of the intelligence evaluation mechanism of duty crimes,and expounds the meaning and significance of duty crime intelligence evaluation,the evolution of the evaluation mechanism and the existing problems through comparative argumentation.[Result/Conclusion] In order to adapt to the reform of the supervision system and improve the quality of duty crime investigation,it is necessary to improve the duty crime intelligence evaluation mechanism from the aspects of constructing professional duty crime evaluation agencies,strengthening the intelligence evaluation technology,setting scientific evaluation standards,and optimizing the evaluation process.
