关于国家安全学的若干思考——来自安全科学派的声音

Some Thoughts on National Safety & Security Science ——A Speculation from the Safety & Security Science Researcher

[目的/意义]近年来,国家安全学研究及学科建设工作逐渐得到了国家和学界的广泛关注。从学理和科学角度看,国家安全学是安全科学的一个大的学科分支。因此,开展安全科学视域下的国家安全学研究及学科建设研究具有重要的理论与现实意义。[方法/过程]从学理和科学角度出发,运用理论思辨方法,分析基于安全科学视角开展国家安全学研究与学科建设的必要性、重要性与紧迫性,并深入解析安全科学视域下的国家安全学的由来与新认识。在此基础上,提出安全科学指导下的国家安全学学科建设总体建议和学科体系架构。[结果/结论]研究发现,亟待基于安全科学视角审视和助力国家安全学建设,国家安全学是安全科学发展的必然产物。同时,从安全科学角度出发,有助于进一步认识国家安全学的本质与内容,有助于提出具有指导性和科学性的安全学学科建设总体建议和学科体系框架。

[Purpose/Significance] In recent years,the research and discipline construction of national safety & security (NS) science has gradually attracted wide attention from the state and the academia. From the perspective of theory and science,NS science is a major branch of safety & security science (3S). Therefore,it is of great theoretical and practical importance to do the research and discipline construction of NS science from a perspective of 3S.[Method/Process] From the perspective of theory and science,and by the theoretical thinking approach,this paper analyses the necessity,importance and urgency of the research and discipline construction of NS science from a perspective of 3S,and deeply discusses the origin and new meaning of NS science from a perspective of 3S. On this basis,the article proposes some general suggestions for the discipline construction of NS science,and a discipline framework of NS science,under the guidance of 3S.[Result/Conclusion] Results of this study show that,it is urgent to examine and assist the discipline construction of NS science from a perspective of 3S,and NS science is the inevitable outcome of the 3S development. Meanwhile,the perspective of 3S is helpful to further understand the essence and content of NS science,and to propose some general suggestions and an overall framework with the guidance and scientificity for the discipline construction of NS science.
