治本安全观统领下的社区服刑人员教育矫正研究——以大学生参与社区矫正工作为视角

Research on Correctional Education of Community Prisoners under Guidance of View of Radical Cure for Safety——From the Perspective of College Students’ Participation in Community Correction Work

治本安全观是新时期社区矫正工作的政策指引,是我国人民群众日益增长的美好生活追求对社区矫正工作提出的新要求,也是新时代国家总体安全观的迫切需要。治本安全观的核心是把“不跑人”的底线安全教育转化为向社会输出“合格”产品的修心安全教育。大学生志愿者参与社区矫正工作,还存在志愿者数量不够、素质有待提高、工作方法不多、措施不够、对服刑人员的矫正教育不聚焦等不足。针对以上问题,围绕治本安全观需要,在大学生参与社区矫正工作的背景下,提出了加强大学生志愿者的素养指导、校地双方通力配合完善机制等措施,推进治本安全观统领下的社区矫正工作。

The concept of radical cure for safety is the policy guidance for community correction work in the context of the new era.It is a new requirement for the community correction work in the growing pursuit for a better life.It is also an urgent need for the overall national security concept in the new era.The core of the concept of radical cure for safety is to transform the bottom-line safety education of "not running away" into the mental cultivation education of exporting "qualified products" to the society.With college student volunteers’ participation in community correction work,there still exist some problems,such as the number and quality of volunteers needing to be improved,insufficient working methods and lack of focus on correctional education of prisoners.Centering on the need of radical cure for safety,to have a deep understanding of its scientific connotation,under the background of college students’ participation in community corrections,this paper puts forward some measures to promote the community work such as strengthening quality cultivation of college student volunteers and improving the mechanism with the help of cooperation between school and community.
