冲突理论视野下环境治理困境与出路研究

Environmental Governance and Solution Research on the Perspective of Conflict Theory

由于当前环境污染严重,环境治理效果远远滞后于社会经济的发展,政府面临经济发展与环境治理的两难困境。为此,首先,概述了冲突理论、环境冲突及环境治理,其次,分析了环境治理主体困境、治理事件困境、传播途径困境、治理制度困境,最后提出了环境治理网络模式是有效解决环境治理困境的出路,并详细阐释了环境治理的制度执行、环境治理的政府行为、环境治理的市场行为以及环境治理的社会行为,提出政府、市场与社会三方主体在解决环境治理困境中所发挥的作用及功能,有效推动我国环保事业的健康发展。

Due to the current serious environmental pollution, environmental effect is far behind the development of social economy, and the government faced to economic development and environmental governance dilemma.Therefore, first of all, the paper over-viewed the conflict theory, environmental conflict and governance,and then analyzed predicament of environmental governance subject, governance events, mode of transmission, governance and governance system. Finnaly,the paper proposed that the network mode of environmental governance is effective to solve the predicament of environmental governance, and illustrated system performance, government behavior,market behavior and social behavior of environmental governance in detail, and put forward the role and function of the tripartite subject of the government, market and society in solving environmental governance dilemma, and promoted healthy development of Chinese environmental causes effectively.
