海岛县城新区控规图则与城市设计导则的融合——由东山县双东湖片区规划引发的思考

Integration of Regulatory Detailed Plan and Urban Design Guidelines for New Urban District of Island County Town——Thoughts on the Planning of Shuangdonghu District in Dongshan County

在越来越注重城市空间环境品质的今天,城市设计的重要性逐渐提高,但由于其并不具备法律效力,因而面临难以实施的局面。《城市设计管理办法》的出台解决了其制度困境。在此背景下,福建省东山县双东湖片区规划对海岛县城地区城市设计与控规的结合进行了探索,提出图则与导则的融合思路及实施路径,确定控制要素和分层分级的对应关系,以及刚性与弹性并重的管控方式,以期促进城市设计与法定规划体系的衔接。

Nowadays, more and more attention is paid to the quality of urban space and environment, the importance of urban design is gradually improved. However, as it does not have legal effect, it is difficult to be implemented. The introduction of Urban Design Management Measures has solved the systematic dilemma. Under this background, the planning of Shuangdonghu District in Dongshan County, Fujian Province, explores the combination of urban design and regulatory detailed planning in the island county town area, puts forward the fusion idea and implementation path of the plans and guidelines, determines corresponding relationship between the control elements and hierarchical classification, and puts emphasis on both rigidity and flexibility, in order to promote the linkage between urban design and statutory planning system.
