The Challenge of Time Resource Scarcity to Social Governance

随着社会运行和社会变化的加速化,时间资源也变得越来越成为稀缺品。事实上,在工业社会中,我们经历一个持续的时间资源稀缺化的过程,自从工业化、城市化以及资本主义制度的确立把自然时间转化成社会时间,实现了时间的资源化,也就开始了对时间资源的开发和利用过程,并使人类进入时间资源开发和时间资源稀缺化的轮番升级之中。20世纪后期,时间资源稀缺化开始变得越来越紧张,并对社会治理构成挑战。虽然社会生活以及各种各样的社会活动正在与时间资源的稀缺化进行艰苦的斗争,但社会治理并未在这方面开展有意义的行动。在很大程度上,我们现在所运用的社会治理模式仍然是缺失了时间之维的,并未对时间资源稀缺化的现实做出响应。

Time resource is becoming a scarcity incrementally with the acceleration of operating and changing of the society.The scarceness of time resource,in fact,is a progressive process in the industrial society.Time became a resource for the nature time had been converted to social time with the process of industrialization,urbanization and establishment of capitalist system,then human has begun to exploit time resource which making the scarcity increased in waves.The scarcity of time resource challenges social governance for its increasingly deficient in the late 20 th century.Social governance failed to take meaningful actions for it while social life and social activities are struggling with it.The operating model of social governance,to a large extent,lacks the dimension of time and fails to respond to the reality of time resource scarcity.
