京津冀协同发展背景下雄安新区整体性治理的制度创新研究

Research on the Institutional Innovation of Holistic Governance in Xiong’an New Area under the Beijing-Tianjin-Hebei Coordinated Development

制度从本质上而言是一套协调行动的规则系统,制度安排是集体行动的逻辑起点。雄安新区的整体性治理架构需要建构在集体行动的基础上,对雄安新区的制度基础、制度生成、制度变迁、制度创新加以整体性建构至关重要。本文基于京津冀协同发展背景下雄安新区现有制度安排框架,从制度创新的动因分析入手,在对整体性治理视域下雄安新区制度创新进行理论分析的基础上,从制度创新价值、制度创新文化、制度创新主体、新制度实施保障机制等四个方面探讨了推进雄安新区整体性治理制度创新的对策思路。

Institution is a set of principles to coordinate actions,and the institutional arrangement is the logical start of collective actions.The framework of holistic governance of Xiong’an New Area should be built on collective actions,thus it is of great importance to holistically construct its institutional basis,formation,transition and innovation.Based on the current institutional framework of Xiong’an New Area under the background of BeijingTianjin-Hebei coordinated development,starting from the motivations of institutional innovation,this paper will discuss the institutional innovation countermeasures for promoting the holistic governance of Xiong’an New Area from the perspectives of value,culture,subjects and guaranteeing mechanisms based on the theoretical analysis of institutional innovation from the view of holistic governance.
