摘要
20世纪80年代,在日渐宽松的社会背景下,泰国非政府组织发展迅速;而在泰国活动的国际非政府组织(International Non-government Organization,INGO)也获得了难得的发展机会,他们在泰国兴办学校、医院等慈善机构,一定程度上改善了泰国的社会状况。随着经济和社会的进步,泰国本土的非政府组织成长迅速,影响力也日益增强;国际非政府组织则开始改变传统的活动方式,大幅削减对泰国本土非政府组织的资金援助,转而将关注点放在艾滋病、环保、难民以及人权等问题上,并获得了较大影响力和话语权。尽管如此,泰国特殊的历史与文化以及复杂的政治格局,对国际非政府组织的一些活动或项目也造成了相应的影响,这些活动和项目无法得到较好的推广并获得良好的反馈。自20世纪60年代至今,国际非政府组织在泰国的活动已逾半个多世纪,在这个过程中,其发展活动方式是怎样的,泰国政府怎样对他们进行管理,不同地区或国家的非政府组织在泰国的活动都有哪些特点,影响又如何?本文拟对上述问题作初步探讨。
In the 1980s,Thai non-governmental organizations(NGOs)developed rapidly due to optimal social environment while international NGOs also obtained this development opportunity.With the economic and social progress made in Thailand,international NGOs have begun to reduce their financial assistance to local NGOs,but they still have great influences on the AIDS,environmental protection,refugee issues and human rights.On the other hand,due to complex political situation,the special history and culture of Thailand,some activities of international NGOs cannot get better promotion and feedback.So,what is the current situation and activity mode of international NGOs in Thailand?What are their characteristics and impacts?This paper intends to discuss above issues.
