反恐语境下的移民安全治理国际合作初探——从中美洲移民大篷车事件谈起

Preliminary Study on International Cooperation of Migration Security Governance in the Context of Counter-Terrorism

中美洲移民大篷车事件自2018年初开始持续发酵,引起国际社会的广泛关注。特朗普政府基于国家安全与反恐战略的需要,主张修建美墨边境墙,并驻军强硬抵制移民群入境,造成入境权实现与安全排斥的双向焦虑。当前,针对日益突出的全球性迁徙人口衍生危机,第73届联大会议通过《移民全球契约》为移民治理搭建了国际合作的框架,各国应以此为契机增强政治互信、凝聚反恐共识,推动国际人口迁徙有序化,防范移民领域滋生涉恐威胁。

Since the beginning of 2018, the incident of caravan migrant has continued to ferment, attracting wide attention from the world. The Trump administration has strongly resisted immigration groups based on the need for national security and counterterrorism strategies, which causes the anxieties of the right of entry and security exclusion in the both two sides. At present, aim to solve the crisis caused by the global migration, the global compact for migration adopted at the 73 rd session of the UN general assembly. It sets up a framework for international cooperation on migration governance. Countries should take this opportunity to enhance political mutual trust, build consensus on counterterrorism, make a safe way for international migration flow, and prevent the migration from breeding terror-related factors.
