“双一流”背景下高校科研管理机制改革的政策思考

Reform of Scientific Research Management Mechanism in HEIs in the Context of “Double-First Class” Initiative:A Policy Analysis

目前"双一流"高校和学科在人才聚合、资源集聚方面呈现出显著优势,也存在着政府宏观调控与科研发展规律之间的结构性矛盾、人才集聚过程中的公平度失衡、管理与治理间的活力不足等问题。本文从结构-因素-关系的视角出发,在政府宏观调控与科研发展规律、公平与效率、秩序与活力这三对范畴中剖析当前我国"双一流"建设存在的问题。在借鉴国内外先进经验的基础上,将优化政府治理体系和高校治理结构作为改革的主要着力点,旨在提升高校教学科研人员的能动性,指出改革的关键在于形成多元主体合作的政府-高校-慈善组织互动的网络化治理结构体系,以有效发挥"双一流"高校的功能。

Universities and disciplines participating in the "double-first class"initiative have significant advantages in talent concentration and resource agglomeration.There are also structural contradictions between the macro-control of government and the rule of scientific research,imbalances in fairness in the process of talent concentration,and lack of vitality between management and governance.From the perspective of structure-factor-relationship,within the framework of three categories between the macro-control of government and the rule of scientific research,fairness and efficiency,and order and vitality,this paper addresses the problems emerging in the implementation of the "double-first class"initiative.Based on the domestic and foreign experience,the paper proposes that the key to management reform is to optimize the governance system of the government and the governance structure of the university,so as to improve the initiative of faculty and researchers in universities.In a word,it is imperative to establish a multi-subject cooperation network governance system featured by government-college-charity interaction.
