南水北调中线工程通水初期北京市产生的社会和生态效益分析 被引量:2

Analysis on social and ecological benefits of the central line in the South-to-North water transfer project in Beijing at initial stage of the water diversion

摘要 通过实地调查以及相关贡献度计算,依据集值迭代法确定各项指标权重,核算南水北调中线工程对北京市的社会及生态效益,分别从水资源安全、居民生活质量改善、城市景观、水电保障和人文环境等5个方面以及生态安全和气温调节等2个方面研究南水产生的社会效益和生态效益。分析结果表明:南水北调中线工程在社会效益及生态效益方面均有所贡献,产生的社会效益占比11.968%,其中,南水在水资源安全中的占比最大,为13.38%;产生的生态效益占比34.276%,其中,南水在生态安全中的占比最大,为33.69%。南水的综合效益贡献度为21.562%。研究结果可为制定北京市南水北调中线工程生态环境保护及水资源可持续管理策略与措施提供依据。 Through field investigation and related contribution calculation,weights of various indicators were determined according to the set-value iterative method,and the social and ecological benefits of the central line of the South-to-North water transfer project in Beijing were calculated.The social benefits were studied in five aspects,including water security,improvement of residents’life quality,urban landscape,water and electricity security,and human environment.The ecological benefits included ecological security and temperature regulation.The results showed that the central line of the SNWDP contributed to both social and ecological benefits.The social benefits accounted for 11.97%(the water of SNWDP accounting for 13.38%),and the ecological benefits accounted for34.28%(the water of SNWDP accounting for 33.69%).In summary,the comprehensive benefit contribution was 21.56%.The results can provide a theoretical reference for sustainable management strategies and measures of water resources,and ecological environmental protection in the central line of the South-to-North water transfer project.
