新中国成立以来的党政干部政治素质评价方法探析

An Analysis of the Evaluation Methods of Political Qualities of Party and Government Cadres since the Foundation of the PRC

党的十九大报告指出,党的建设要以政治建设为统领,干部队伍建设要突出政治标准。党政干部政治素质评价工作是提高干部政治素质的关键环节。通过研究梳理新中国成立以来的中央文件与相关文献,回顾我国党政领导干部政治素质评价方法的历史沿革,可以从理论归纳与实践特点等层面系统分析和概括相关评价方法的基本模式与优缺点,为完善干部政治素质的评价工作提供有效参考。在新中国成立后的组织人事管理实践与学术研究中,主要存在基于家庭出身和阶级成分的政审法、基于政治思想和行为表现的评语鉴定法、基于行为表现的民主测评法、基于多维度的定性与定量综合评价方法等四大模式。

Reports of the 19th National Congress of the Communist Party of China pointed out that we must give top priority to the political work of the Party,and put emphasis on political performance when selecting and appointing officials.The evaluation is the key to improve political qualities of cadres.Through researching the related documents and literatures since the foundation of the PRC,and reviewing the historical evolution of the methods of political quality evaluation,the paper systematically summarizes the basic models and advantages of political quality evaluation methods on both theoretical and practical aspect,which can provide an effective reference for improving the evaluation of the political quality of cadres.In the practice of organizational personnel management and academic research,there are four main evaluation methods,including evaluation based on family origin and class status,evaluation based on political thoughts and behavior,democratic evaluation based on behavior,and multi-dimensional evaluation with qualitative and quantitative comprehensive methods.
