Evaluation of Multi-subject Urban Community Governance Ability——Method, Framework and Index System

构建评价指标体系是现阶段我国城市社区治理研究摆脱定性分析盲区的重要途径。通过对治理水平与治理能力的量化,评估落实精准施策,提高治理效率,是推进我国基层社会治理现代化的重要工具保障。推进多元治理和优化治理结构是构建评价指标体系的两个核心目标,建立政府视角、居民视角、第三方机构视角的三级指标体系,有助于构建基于综合评价和横向比较的中国城市社区治理能力测度工具。

The construction of an evaluation index system is an important way to go beyond the blind qualitative analysis of national urban community governance recently.It is a significant tool to promote the modernization of grass-roots social governance by evaluating and implementing precision policy and improving governance efficiency based on the quantification of governance ability.Taking multi-governance and optimization of governance structure as the core goals,deeply discusses the subject construction,basic framework,and index system,and establishes a three-level evaluation system for urban communities.Moreover,based on comprehensive evaluation and horizontal comparison,a measurement tool of urban community governance ability in China is constructed.
