黑龙江国有林区社会救助多元主体协作问题研究——基于网络治理理论 被引量:3

摘要 随着国有林区改革的深入,黑龙江国有林区由于自身历史遗留问题严重、"政企分开"还在改革进行时期,导致林区参与社会救助的主体之间出现了主体职责不明、参与失衡、缺少社会救助协作规章制度、信息共享度低和协作缺乏信任监督等问题。社会救助多元主体如何进行有效协作、提高社会救助效率成为国有林区政府关注的重点方面。因此需要引入网络治理理论指导国有林区社会救助多元主体之间相互协作,进行研究分析,提出建议,为黑龙江国有林区多元主体参与社会救助提供协作思路。 With the deepening of the reform of state-owned forest regions, Heilongjiang State-owned forest regions are seriously left over due to their own history and"government-enterprise segregation"is still in the period of reforms. This has led to the emergence of unclear main responsibilities and unbalanced participation among the main subjects involved in social assistance in the forest regions, lack of social assistance coordination rules and regulations, low information sharing and lack of trust in supervision over cooperation. How the social assistance multisubjects cooperate effectively and improve the efficiency of social assistance has become a key aspect of the stateowned forest regions government. Therefore, it is necessary to introduce the theory of network governance to guide the mutual cooperation among the multiple entities in the state-owned forest regions, conduct research and analysis, and make recommendations, so as to provide collaborative ideas for the participation of multiple entities in the state-owned forest regions of Heilongjiang Province.
