The Issues and New Policy Measures on Commercial Logging Ban on Natural Forests in Tonggu County of Jiangxi Province

文章系统回顾和分析了江西省铜鼓县全面禁止天然林商业性采伐,深入分析了全面禁伐对林农生活、各类林业经营主体的生产经营、林业系统内部人员安置、地方财政收入所造成的影响以及基层干部群众对全面禁伐的疑虑;在此基础上,提出了顺利推进、不断巩固禁伐工作成果的对策建议。

This paper systematically reviewed and analyzed the process and practice of commercial logging ban on natural forests, which was implemented by the governmental agencies in Tonggu County of Jiangxi Province. The impacts of commercial logging ban on natural forests on forest rural households’ livelihood and production of forestry industry enterprises, the resettlement of personnel in local forestry section, local financial revenue were also estimated, and the misunderstanding of local governmental staffs and local peoples was analyzed. Finally, some policy suggestions are presented to implement commercial logging ban on natural forests.
