摘要
文章从林业投资主体及资本利益取向的视角,采用2000~2015年中国31个省的省际面板数据,构建了林业财政支出、社会林业投资对森林生态资源积累的影响模型,并测度其影响效应。结果表明:(1)林业财政支出对森林生态资源积累有明显的正向效应,但存在上升拐点,在趋向上升阈值点时影响系数下降。(2)社会林业投资对森林资本积累的影响因当地森林资源禀赋而异,在森林资源丰裕地区,社会林业投资可以促进森林生态资本的积累,实现经济效应与生态效应的兼顾。(3)社会林业投资的森林生态资源积累效应比林业财政支出的效应更大,社会投资可在一定程度上替代并实现财政投资的生态建设功能。(4)人口密度、人均林业产值、产业结构等因素均对森林生态资源积累有显著影响。
From the perspective of the subject of forestry investment and the orientation of capital interest, this paper adopted the inter-provincial panel data of 31 provinces in China during 2000-2015, and constructed the model of the influence of forestry financial expenditure and social forestry investment on the accumulation of forest ecological capital, and measured its influence effect. The result showed that:(1)Forestry financial expenditure has a positive effect on the accumulation of forest ecological capital, but there is a rising turning point, and the influence coefficient decreases when it tends to rise to the threshold point.(2)The influence of social forestry investment on the accumulation of forest capital is different because of the natural endowment of local forest resources. In the area of abundant forest resources, the investment of social forestry can promote the accumulation of forest ecological capital, and realize the balance of economic effect and ecological effect.(3)the effect of forest ecological capital accumulation of social forestry investment is greater than that of forestry financial expenditure. Social investment can replace and realize the ecological construction function of financial investment to a certain extent.(4)population density, per capita forestry output value and industrial structure all have a significant impact on forest ecological capital accumulation.
