健全国家职业教育制度框架是"硬核"文件《国家职业教育深化改革实施方案》的第一条,充分体现了本次《方案》的亮点,即超越部委、从国家的高度全盘设计职业教育改革发展的目标、任务和举措。国家职业教育制度框架具有跨界性、跨部性和全局性的特征;它是确定职业教育政策的起点;是由四大框架组成的功能完善、有机联系的系统架构。当前,健全国家职业教育制度框架不仅是一种时代必需,更是一种历史必然。对照现实,我们仍需立足我国国情、借鉴国际经验,有针对性地、分步骤地健全国家职业教育制度框架。

Improving the framework of the national vocational education system is the first item of the hard core document"The Implementation Plan of Deepening the Reform of National Vocational Education",which fully reflects the highlights of this program,that is,to surpass ministries and commissions,and to design the objectives,tasks and measures of the reform and development of vocational education from the height of the country.The framework of the national vocational education system has the characteristics of cross-border,cross-departmental and overall situation;it is the starting point to determine the vocational education policy;it is a system structure composed of four major frameworks with perfect functions and organic links.At present,improving the framework of the national vocational education system is not only a necessity of the times,but also a historical necessity.However,compared with reality,we still need to base on our national conditions,learn from international experience,and improve the framework of the national vocational education system in a targeted and step-by-step manner.
