水利工程监理单位的优选研究

摘要 从监理招标与施工投标异同的角度归纳总结了现有水利工程监理单位的评标方法,然后基于监理评标的宗旨和内容条件分别从公司实力、投标报价、业绩与荣誉、监理施工方案以及评标特点等方面选择评价指标,并以实例工程为例运用灰色模糊综合法优选评判了水利工程监理单位。研究表明:运用模糊层次分析法确定指标权重不仅能够充分考虑认为判断的模糊特征,而且显著提高了权重计算的全面性与客观性;在工程监理单位优选方面灰色模糊综合法具有较好的科学性与可行性,可为水利工程方案的优选决策和工程监理评标提供一定的参考价值。 This paper sums up the evaluation method of present water conservancy project supervision units from perspective of the similarities and differences between supervision bidding and construction bidding supervision bidding,then based on purpose and contents of the bid evaluation by supervision,to select the evaluation indexes according to the evaluation index,tender offer,achievements and honors,supervision construction scheme and characters of bid evaluation,meanwhile,taking the project case as an example,grey fuzzy synthesis method is used to select and judge the water conservancy project supervision unit. The study shows that:to determine index weight with analytic hierarchy process not only takes into full consideration of the fuzzy characters as judgment,but also increases the comprehensiveness and objectivity of weight calculation;the grey synthesis method is scientific and feasible in selecting the project supervision unit,which can provide a certain reference values for bid evaluation of optimal decision-making and bid evaluation of project supervision in water conservancy project scheme.
