乡村振兴背景下少数民族农村社会治理面临的新问题及应对机制

New Problems and Coping Mechanisms of Minority Rural Social Governance in the Context of Rural Revitalization

当前,党中央提出的乡村振兴战略,成为了新时期指导我国农村经济社会发展的重要指导思想和战略部署。少数民族农村地区作为重要的组成部分,治理成效如何,不仅关系到少数民族"农业农村现代化"能否整体实现的战略大局,也关乎乡村振兴战略的整体推进。据此,首先对少数民族农村社会治理概念、内容、形式三个方面的变化进行了深入阐释,然后对少数民族农村治理中出现的新问题及原因进行分析,最后结合实践经验从法律制度、组织形式、文化教育及生态资源和现代技术应用方面提出了建设性意见。

At present,the Central Committee of the Communist Party of China put forward the strategy of Rural Revitalization and become an important guiding ideology and strategic plan for guiding the development of rural economy and society in the new era.As an important part,how to achieve the effectiveness of the governance of Minority rural society is not only related to the overall realization of the"agricultural and rural modernization"of ethnic minorities,but also to the overall promotion of the strategy of Rural Revitalization.Accordingly,first explains the changes in the concept,content and form of rural social governance in minority areas.Then,analysis the new problems and causes in the rural governance of ethnic minorities.Finally,combined with practical experience,constructive suggestions are put forward from the aspects of legal system,organization form,culture and education,ecological resources and application of modern technology.
